Patrick Frost is General Counsel for High Tech High, supporting its Board and leadership with legal advice and counsel. Prior to joining HTH in January 2020, Patrick spent 21 years with San Diego Unified School District. Patrick was born and raised in Sacramento, CA and came to San Diego for undergrad. While working in Human Resources at San Diego Unified, Patrick studied law at night. After graduating law school and passing the bar, Patrick continued working for San Diego Unified in a variety of legal capacities. In his legal experience, Patrick has advised school district boards and staff in the areas of employment, labor, special education, Title IX, Uniform Complaints, the ADA, discrimination complaints, and various other educationally related issues. Patrick has represented public schools in a variety of forums including before the San Diego Superior Courts, CA 4th District Court of Appeal, U.S. District Court for the Southern District, Office of Administrative Hearings (OAH), Public Employment Relations Board (PERB), and other administrative hearings.
